Unless the policy has changed, you can't change between co-brands (hotel, airline, Amazon) and the mainline (Freedom, Sapphire) Chase products.
If the issuer were Citi not Chase it quite likely would be possible.
For Chase product changes need to be from and to the same product family.
From Freedom Unlimited, you only have the options of Freedom, Sapphire, Sapphire Preferred, Sapphire Reserve, or Slate for product changes. Chase allows product changes from core cards to other core cards, and from cobranded cards that are of the same brand (i.e. Marriott to Marriott, United to United) only.

Does Chase automatically switch within the family or is there another approval process?
You have to call them and tell them which one to switch to, it's not automatic.
There is no HP if that is what you're asking, at least for me there wasn't.
Given your current limit on the card, Slate, Freedom, or Sapphire (not Preferred or Reserve) would be your sole options. Slate would really make no sense (no rewards), Freedom would change your 1.5% across the board to 5% rotating categories and 1% for everything else, and Sapphire would change your 1.5% across the board to 2% for dining and 1% for everything else. Do note there are upcoming changes to Freedom Unlimited that may make your card worth keeping as is.
To change, you can just call them or send a secure message. There is no additional application process.

Not sure about Citi's other co-branded cards, but you cannot PC from Citi Costco.
