Citi APR Reduction

Will Citi lower APR's on an account if you are in a 0% APR promo? I have been hearing that APR are going up by the end of the year and the promo APR is not over until Oct 2016.

I asked the EO this when I got my DC. They said no...essentially. Technically they can if you are willing to forfeit your intro rate, which obviously doesn't make sense.
