This is the Guide to lowering your Citi APR on Citi issued cards.
There are a couple of ways of doing:
Option 1: Chat
Log into your online profile and at the top where it says contact us, click that and choose chat. Just ask the rep. chances are they can lower it 2ish%
Option 2: Call
Literally call the number on the back of your card and ask for a lower APR. It probably gives the same results as chat but worth a shot.
Option 3: Ask for an account manger (Worked really well for me)
After calling the number on the back of the card and the results are poor ask to speak to an account manager. Use your history with Citi as a tool on why they should lower your APR. Not as a reason too. This can net a result of up to 4% Reductions
Side Notes:
Having large balances tends to get APR reductions declined.
Having a zero balance usually looks really good to them
Asking every couple of days does work but I would spread them out by statements or at least weeks
I have seen APRs as low as 3.74+Prime for a rate of 6.99 (personally I have 7.24 on an AA gold card.
Just as a reminder be nice and please be careful how much you ask. we don’t want this to go away at all!
Any tips please feel free to comment and I can update this.
This is clutch. Good work dude. Do you know if they'll still bite while you're still in the promotional 0% period?

Don't want to spoil the game but what sense does this make? Folks who do carry balances will never get such APRs and folks who don't carry balances will have a 0% APR.
True, but don't want to continue spoiling the game, but it's always good having as low of an APR as possible in case any emegencies happen. I've never carried a balance in my life, but would welcome the opportunity of getting my interest rate lowered. It could come in handy someday.

The 0% APR is not forever. I do not carry balances or if I do I take one of the different offers with a BT checks not from Citi as they are the highest for me but still like to work down my APR. You never know and for all that do not know what to do during gardening period it can help with the app itch...SP CLIs and lower APRs...lol
OP.. thanks and nice APR you got there on your AA card !
I had an interesting experience when I called them. The front line rep said she was submitting my case to an account manager. I heard back today (3 days later), and the letter showed up in my online portal. It said the lowered my APR from 22.9% from 13.24%, but only until October of 2016. I'll take this for now, but I would advise people to make sure they are talking to an account manager so this doesn't happen, and they get a permanent reduction. This reduction occurred on my Thank You Premier World Elite Mastercard.

Thanks for the information and all your hard work. My 0% APR runs out in December so this information will come in handy for me.

If one qualifies for a lower APR then why shouldn't one request an APR reduction? Even those who pay in full can't tell the future and never know if they may need to carry a balance at some point. If you don't see the point in an APR reduction then you don't have to request one. Don't assume that everyone's preferences and priorities are identical to your own. I PIF but request APR reductions.

Is this just based on anecdotal evidence? With any creditor, APR's are based on one's credit (the entire profile).

The Account manger said in her experience that They tend to be able to lower peoples APRs for those cases, and those who actually need them (IE those with balances) tend to not get their APR lowered. I cant imagine its based on their entire profile. I only have a FICO of 727 and on EQ (what citi Pulls) 674. so i dont think its on credit profile. I also have quiet a few new accounts and Inquires, yet they lowered AA gold to 7.24 and aa plat to 8.99.
For those who got temp reductions im sorry to hear, I have never been offered them. In your cases did u have a balance at all?
