This is very good advice, and is the method I've used to get my Discover's rate down to 8% where I've had it for the last 2 years.
Its Wise to have atleast 1 card in your arsenal that has a static Low Rate, and a high CL... In case you ever need to carry a balance on a large purchase but don't have any 0% offers floating around, or just don't feel like opening additional Cards and taking HP and New TL dings to your CR.
OP im gonna have to DISAGREE with u on the idea of having "no balance" in order to get an APR reduction with Citi. In my case, my APR went from 22% ish to 13.24% on my AAdvantage Platinum WEMC in less than 90days if I remember correctly. All while carrying a balance of over 50%. Very easy online process, no questions asked.

Fair enough I guess I should say YMMV. I was just reporting on the advice I had recieved from the Citi Account Manager that I spoke too.
