I think all of us requesting every day starting a few days before we were eligible was overloading Citi's servers.  😂

I never get letters.  Just a letter in Documents and Statements the following business day.  eTrees?

Here's what it looks like on mobile (Android) if they need to do a HP:

Another way to tell the difference... the only time you get to specify a desired credit limit is when a HP is done - I don't recall ever having the option when it was only a SP.
