I only have a Citi Best Buy Visa, and they only have pulled TU for me. I don't know if they pull different CBs based on cobranded or not.

I know Creditpulls database gives approval scores/credit bureau but not CLI
To add to the fray...I've had one HP CLI with Citi for my DC card in late 2016. I'm in the PacNW, and they pulled EQ.

I received CLIs on both of my Citi cards in the 2nd month. If you go to your account and navigate to the CLI screen, check to see if it has the SP or HP language. If it's the SP language I'd go for it!
I opened a Citi Double Cash card on 4/30 and got a soft pull CLI on 7/4...that's 65 days and the option was probably available earlier but I hadn't checked. Just log in to your account and navigate to Services > Credit Card Services > Request a Credit Line Increase.
If you see the statement "It's easy to find out if you qualify for a credit limit increase. A credit bureau report will not be requested and you will receive an instant decision." its a soft pull. You will also have the option to permit a hard pull if you want a larger CLI.
