I also got an SP CLI of $1500 for the Citi Double Cash card recently. Used their website on 63rd day since last CLI.
Same "soft pull" language showed "It's easy to find out if you qualify for a credit limit increase. A credit bureau report will not be requested and you will receive an instant decision".
