Should you wait 6 months after you opened (and last time) you requested a CLI on Citi cards? I am not seeing the "I am eligible to request on X date"
recent rejection stated too frequently opening / applying for credit.

if you're not locked from applying, might as well ask every month or so, you don't know when citi will relent with what they think too frequent applications are
I have not been granted CLIs in less than 6 months from Citi. The amount has always been $2,000 each of the four times I've been granted a CLI on their core cards.

Generally, you can request a SP CLI every six months via the website.
My experience with the Citi Costco card is that if I ask for a CLI anytime less than six months, the system will respond that not enough times has elapsed since my last CLI and it will tell me the exact date at the six month mark when I can make a request.
Their policy for years has been that it takes at least 6 months after receiving a CLI on any of their cards before being eligible to get another one on a card, it isn't like for example NFCU where each card has its own independent 6 month cycle.
