One other thing nobody has mentioned is the fact that Citi Retail is sort of a separate division from Citi legacy. The two don't communicate, even if they're both Citi. So getting a BBY card won't really help "start a relationship with them" unfortunately.
That's something I wish I kknew since it is the only reason I got the BB Visa card.

Citi can be a tough nut to crack on Legacy cards. I gave up.

There is such variety in the market place today that there is likely one card to fit virtually every need for MyFicoer's (just have to find it).
Did catch the Citi Forward Visa {RSIP}. At one time the Citi Dividend World Elite Master Card was all right as it had many top benefit card programs back with a revolving credit limit (long time ago) like the major travel cards of today.
Citi, worth it, yeah. YMMV? But despite thin profile I got my SL trebled via 2 SP CLIs. But no side benefits like CDW coverage, like Disco(unlike Chase, C1..).
And OP does have Penfed PC and WF Autograph, so I see no need for DC and Premier

Total Citi exposure on Legacy and co-branded cards = $122,100.00
I got a Citi Double Cash which I used more often until one of my other cards upgraded its cash back rewards from 1% to 2%. What I do like about Citi though, is their dashboard for creating virtual CC numbers. Citi gives you the ability to create multiple virtual numbers, custom expiration dates, and daily spend limits. Sometimes I'm paranoid about typing my real number into a payment portal in a shady corner of the internet -- I use a virtual number with a limit I set and an expiration date for the following month.
I hate saving payment information in websites as a general rule. My ISP requires that payment card info be saved in their portal until the payment clears, and a lot of times I forget to go back and delete it. Virtual numbers come in handy for situations like this also. I know other cards provide virtual numbers, but Citi's portal works best out of the cards I have.
I'm seriously concidering applying for the Citi CC card now.
After looking at the Citi app rules it states min of 8 days between applications for Citi Cards.
I actually apped and was denied for the CC on the same day I was approved for the Best Buy card.
Looking at the denial letter they sent it states "Too many recent credit inquiries are recorded on your credit bureau report"
Was this due to too many inquiries in general or the 8 day rule???

Application on the same day is possibly a red flag. Consider a recon call and they will tell the denial reasons and if the decision would not change, ask about their recommendations to improve your approval chance.

Inquiries in general -- aside from any other factors that may not have been listed as the primary reason.
Citi does not grab much headline as Chase and AmEx get. But Citi is a very solid farm system. Their cards are very straigtforward to use, nothing like those high AF AmEx cards that you'll have to work really hard to get your "benefits".
The DoubleCash is actually a 2x card, not a 2% cashback card. The only card that is like this is the AmEx Blue Biz Plus card. But that is a business card. All others are 2% CB card. Even Chase Unlimited is a 1.5x card.
Its Premier opens door to transfer partners. At a $95 AF, it is a very solid card.
Citi Custom Cash is as good at Chase Freedom card.
Citi Reward+ is a must-have card. I recall it gives you 10% points back when you transfer to partner. There is a hard limit of 100,000 points each year. This is huge
Citi TY has 17 transfer partners. Sometimes it runs point bonus promotions.
