We've done it from all over the country. The fee is $5/month auto bill (but you can cancel after the 1st month.) Or something around $50 for a year non auto bill (which I went ahead and did).
I don't want to thread jack here, so go search approvals for a looong AOD thread with full details on getting in with AOD and app'ing for the card. (It got thread locked for some reason, but it was keeping track of new approvals and stats.) The whole thing generally takes 5-10 days.

I got approved for this card last week, and I wanted to add some data points to the conversation.
-Pulled from Equifax (738)
-4 hard inquiries, oldest from December 2020, most recent from April 2021 (5 including Citi Approval)
-Only relationship with Citi is a Double Cash opened on January 2021
If there's anything else I can add to these, let me know.

That's just advertisement on their part, though. They get cash for everyone who applies from their website, so it pays for them to push people with good profiles towards appropriate cards. I was getting Amex Gold offers a few months back, before I went on a mini-spree.
