So is this normal for Citi to tease you with a welcome letter.... but no card enclosed?

Yes, they have always IME mailed out an "approval notice" prior to the actual card.

Same happened to me. I got the card 2 business days later.

Never had a Citi product or card.. So i figured id get a generic white envelope with the card enclosed, or get a discover type welcome kit...

Not a split.. but it makes sense... Presume ill get a genericish white envelope with the cards themselves...

I think its a Citi thing.. They did it to me on my Secured Card in 2016. Says you’re approved and card is coming soon.

Yes, Citi did the same to me!

Most likely a fraud protection thing.
That way you get a heads up if a new account was opened in your name before the cards arrive and have a chance to be used.
