Browse credit cards from a variety of issuers to see if there's a better card for you.
Do they both have the same age history? I've seen others here PC into the DC, but not vice versa.
I'd still try to call them up and ask if a PC to another card is possible. Unlike other banks like Chase where combining cards is sometimes the only way to get a CLI without a HP, Citi CL can grow pretty quickly with their SP CLI every 6 months so combining 2 low limit cards is probably not even equal to what you'd get anyway in a few months and you'd lose one account. Having that extra account to pad your AAoA can help a bit in the future if you want to apply for other cards or even just to pad the util. So I'd say either SD one of them on a rotational basis or try to PC to another card you'd want. Combining them really doesn't benefit you that much.

Because their reallocation requires an HP, you'd be better off requesting an HP CLI on the card you want to keep and close the other one. As for which one to keep, I'd say keep the older one, unless your terms are significantly better on the newer card. Many members (myself included) have had success requesting lower APRs through chat, so you might still be better off keeping the older card and getting better terms for it.

Of course, you don't even have to request an HP CLI on the card you're keeping. You might just want to wait until you're eligible for an SP CLI.
My suggestion would be to PC to the Citi Dividend card. It's their rotating 5% CB card, analogous to the Chase Freedom and Discover it. You can't apply for it anymore but I believe it's still available for PC.
