Congrats! Did it go down 2% the last time or just 1%? 13.99% is the current lowest published for that card, so there's a chance! I know that some here have been able to get to single digits, but not sure if those were even somewhat recent.
I forgot to mention... one of those times I did the 2% reduction, I got something like:

I thought that one was a bit odd, like someone would purposely choose a higher APR?

I just went from 16.49 to 14.74 via online chat. My card was only opened since mid January 2017.
Starting to think 14.74 might be the lowest they are going to let us go for right now but I may try again tomorrow or in a few days.

14.74% isn't the absolute lowest that they can go. Here's a screenshot of mine and for anyone wondering I got all the reductions via chat. The card started out with the highest APR. I think 3.99% is the lowest cos it was my APR at some point but a combination of the prime rate hike and other unexplained factors has my card at what it is now.
I have that stupid promo offer going at 6.99% until March 6, 2017. Will attempt to lower my abysmal 23.99% APR to 15%! Thanks for this thread.
Quick update: Tried initiating a chat message with the Citi folks to see whether I qualify for a lower APR %. After multiple attempts, my APR remained at an abysmal 23.99%. Good luck for those who can lower it!
I tried again since wife's account updated with a 780 (08 Bankcard) on Citi yesterday. Stuck at 14.74% for now. Not really comlaining, though. Sure it's 0.50% higher than it was a few months ago, but it would be 25.74% now. So if someone is afraid of rejection, stopping the first time they offer you less than 2% seems to make sense.
Also, I am not sure if I mentioned before but she a promo going on for 5.9% on new purchases when we did the 25.24 - 14.24 reduction.
