Anyone have a quick run down?
Cannot product change until a year after the card has been opened. Even after a year, you usually have to wait until any 0% promotion has expired (i.e. with the Diamond Preferred you cannot PC until 21 months or whenever the promo ends). A few people have gotten around this extra waiting time in the past but the one year before PC is not negotiable.
Reallocation is a hard pull with Citi, basically a HP CLI but they are not granting new credit.
You call them up and they shuffle the credit limit numbers with a SP. You might not be allowed to go past the single account TL while doing the reallocation but most people have authorized overhead for most or all of the amount with the bank so this limit is rarely hit. PC's are a SP or no pull and you get your new card in two weeks. Pretty simple really and most banks are like this.

Where are you getting this information from? Have you personally reallocated limits with Citi with only a SP?

Yeah I'd also like to know. I have never had luck with a SP - even with a HP I had to escalate to a supervisor and clearly state I was closing a card before they would consider it. Definitely not a common request.
