Jan 16: I apply for a Citi AA Platinum card. The Citi website says I'm instantly approved.
Jan 23: I get an "account approval notice" via snail mail at my normal, not-recently-changed home address. The notice says to call them if I haven't gotten the card by January 26.
Jan 25 (Monday): I didn't get any mail at all, which is highly unusual given the amount of junk mail I usually get. I've had mail on every other regular delivery date in the days before and after winter storm Jonas.
Jan 26: No card. I call Citi. The CSR says the card was mailed Jan 21, but wasn't delivered and was returned to Citi. I thought for a moment I might have given the wrong address on the application...but the account approval notice arrived, properly addressed, without any trouble. The Citi CSR confirmed the address was correct. Citi is mailing another card that should arrive in 5-7 business days. So it will almost be three weeks after approval by the time I get the card.
Is this "boomerang delivery" normal for Citi? Banks in general? A postal sorting error? Or more likely to be related to the weather?

A cynical, not (too) serious view of Citi's mailing practices. They can mail two envelopes to one address (the account approval notice in one, the actual card in the other) and somehow make the unimportant envelope arrive, but have the important one return to them.
Similarly, A and B may play "catch" with a boomerang. If A is skilled enough, A can choose to throw a boomerang that B can catch...or to throw in the general direction of B, but have it return to A before B has the opportunity to catch it (thus irritating B).

I'm a mailman out in California.
Following may happen:
-If you live in apartment or condo with unit #, it's missing # your carrier or replacement carrier doesn't know the #, it is sent back as Insuffient Address. (always make sure to include #) Sometimes it's sender's fault for not including it. It happens
-Your regular carrier is on vacation, these replacement carrier(s) may accidently marked it undeliverable (grrr)
-Sometimes postal computerized sorting system flagged one of your mail as unable to forward and sent it back (It happens to me, rarely thou' grrr)
I hope this time Citi resends your new card to you without being sent back. Talk to your REGULAR mail carrier to make sure he or she is aware you live there.

My dates almost match with the OP except that my card arrived fine.
1/15- Applied for the CITI AAdvantage Platinum
1/22- Recieved welcome notice
1/25- Had the card in mailbox.

There's no unit # in the address. Today's mail arrived normally.
We got the same SL, beck! I got the 18.24% APR (not that I pay interest).
Called to see if they could expedite it. Today's CSR said the first card is still in the mail, and that there's no record Citi ever received it back.
How does a mixup like that even happen?
The second card was mailed earlier today....allegedly.
