Barclay made it so easy to move the CL from my Apple to my new Sallie Mae the other day... and then close the Apple. It's too bad Capital One doesn't allow it... because if they did I'd only have 1 card instead of 2.
Some lenders are just a PITA.
The more I learn about Citi, the less I like. Darn them and their DoubleCash and AAdvantage cards!
Congratulations. 5 years ago I asked for the same thing and was told they didn't re-allocate credit. Guess i was lied to. Wasn't the first time.

That doesn't surprise me.
If you apply and are denied they told me they will not open a new account with a CL transfer from another account.
Apply, get approved, then they will transfer the limit and close the card you no longer want.

Or you can Recon the decision with Barclay's and transfer/close all in the same phone call.

UPDATE:
I just got an alert for an inquiry on my report, they pulled equifax although glad i got approved even though that cr has the lowest score out of all 3.
the card still doesnt seem to say its closed when i clearly asked the supervisor i wanted closed after the limit was moved.
Alert showed up on myfico with a 6 point increase, interesting.. i thought id loose 1-4 points because of the new inquiry
one last update:
account still showed as open, so called in and spoke to a supervisor and had the account closed, feels good to get rid of the one and only card i simply hated for having the worst rewards structure
