I recall doing the same thing but they used the HP from a fresh approval in order to combine (or consolidate if you would) into others - I was closing two at the time and it was done all on the same day.  Now, this was a while back but Citi is like undies, they change credit policies frequently and at their discretion.  It's usually easier if approved and then wanting to allocate/combine accounts provided the other card(s) being combined are being closed.  However, in other instances, the consensus has been HP to move lines around (provided you get the right person or escalate)

Great ... want to close two Citi Cards and combine the credit limit/lines into a third one. Turn the job over to you as I don't want to take a hard inquiry.

Only time they moved limit was when I was approved for 500 on CDP. She asked if I'd like to take from another card. I did just that. No extra pull.
