So the balance on a closed account is still factored into over balances for utilization calculating purposes.


That said, for aggregate utilization minimization it would generally make the most sense to keep an account open until it is completely paid off rather than closing it with a balance... especially if it's a high balance, high credit limit, or especially both.  Of course the other revolvers in one's profile play a big factor in the numbers as well.
