I've been reading a lot and some people usually are able to get the 3X CLI multiple times. For those people not able to get any 3X CLIs, would it be wise to open new cards and later move/combine limits like chase cards?

If you want.

I would like to, but maybe it'll be worth the wait and go for the 3xCLI?

You can't get a 3x CLI? You don't have to put in 3x. You can milk it and put in $1k more, then 6 months later play the game again and put in $1k more. Seriously. It's fun to get the CLI just "Instant Approved!" so why not schedule an enjoyable day twice a year?

It doesn't matter if you put in 3X or 1K more.. The system will counter if it wants to give you anything at all.

Ok, time for some details: Which AMEX cards do you have? How long? current limits? MyFICO scores? Do you have an idea why the CLI are not working for you?

I think it would be wiser to review one's credit to determine why the CLI's aren't being approved. If one's credit is preventing a CLI I wouldn't assume a new card to be a solution.
3x isn't guaranteed. 3x is a limit.
It's suggested for Chase because Chase seems to have a tendency to approve new cards while denying CLI's for many.
I never got the full 3x CLI on my Delta but a few days after I got the counteroffer for my card, I went ahead and apped for the ED and Green cards and got those with no problem.
