I have had excellent CLI history with comenity bank
my friend has not...
I pay using the website from my bank account... she pays in-store using cash...
I wonder if that makes a difference
Has she tried the luv button online?
She ever been late?

No, it does not make a difference. A payment is recorded as a payment regardless of the source and type. This points more toward your "friend's" credit standing or overall profile. CLIs are not established by how you pay or the method.
She has a few charge off's
She has them when she was apprroved for the cards too though...
I think she was probobly late on her card once... but they waived the late charge...

She wants to buy a house... and I am trying to help her get her credit back up there (she charged off bank of america, chase, and capital one)
She had multiple GE Accounts PPMC and other store cards that she closed in good standing...
She still owes capital one 3,000 and it is a judgements..
strangly they just gave her a Quicksilver one MC (300 limit)
I told her to dispute, goodwill and PFD.... some has falled off
all happed in 2008
That 1 late with them is all they need to not give her the CLI and her credit profile doesnt seem favorable even though they gave her the credit with that stuff doesnt mean shell get the CLI.

Comenity has had a random pattern for me. I have several cards with them since about 2010 Loft, Buckle, VS, NY&Co and just recently got the Express & JC.
I used the Buckle card once because it only had a limit of $250. I'm tall and I buy lots of pants there, but $250 is easily 2 pars of jeans so it was never worth it to use the card. In 4 years they never auto CLI me, but I hit the luv button out of curiosity on all my accounts a few weeks ago and got an auto increase to $350. I guess I could have been doing that all along.
Loft I use often for work when they offer an additional discount then PIF online and in 2 yrs they've auto CLI me from $500 to $2100. I got $200 when I hit the luv button on this one.
VS again I only had a $250 credit limit and it didn't seem worth it to use. They auto CLI me to $350 and I got $100 when I hit the luv button
NY&Co started at $700 and I also used it a lot for work clothes but always PIF. My payments are due on the same day and I always open all my comenity windows and pay them at the same time. Somehow I missed this one one month. When they called, they told me they saw that I logged into the website but I didn't actually make the payment. I'm sure I closed the window thinking I was done. Also, I don't typically have bill collectors calling so I assume strange numbers are telemarketers and I don't answer. A practice I have since changed lol I also rarely check my voicemail so I went 30 days late. They had auto CLI me from $700 to $2,800 over the years and they dropped it to $620 after that late payment :-( I got $200 when I hit the luv button on them.
