On the road to rebuild, opened up 4 accounts with Comenity. Two SCT with Marisota and Simpy Be, just to try it out after I saw it on a website.. immediately got $200 each. Tried the CLI button and got a message. Applied at Buckle and Express, no deal on SCT, but pulled the trigger on hard app and amazingly got approved for both, $250 each. After purchasing one item for $25 on Marisota, paid the min payment and tried CLI again. Increase to $300 2 weeks later. Tried both accounts for two months, got increased $100 each time. Did the same for Buckle and Express, no dice. Fast forward to today and I have gotten auto increased to $650 for both the soft pull accounts, and cannot for the life of me get an increase for Express or Buckle, which are cards I am actively using and then paying off (almost all the balance) each month. What gives?

Example - when I was rebuilding, I leaned on Synchrony and had Walmart and Amazon. I could count on consistent CLIs from Walmart but only got one CLI from Amazon...ever.
Your mileage may vary between branded store cards. That's how I look at it.

AFAIK, Express and Buckle would typically become eligible for CLI at the ~9-month mark. That is unless you're using the cards heavily and they automatically grant you a CLI before 9 months.

Here's a pro-tip (which I'm kinda embarrassed to share!):
If you are ever late and they call robo-call you every 10 minutes (quite literally) AND if you actually answer AND they wind up putting you on hold for over 5 minutes when THEY CALLED YOU -- don't swear at them (even though by this point you are probably really really aggrivated). They will lower your CL.
I had a card that was less than a week overdue. It was Sunday and was getting a call quite literally every 10-20 minutes from a 913 area code. Having a friend who lives in the 913 area code and thinking she was trying to get ahold of me (elderly sick mom), I answered and was put on hold with no indication of what company it was. I was on hold for well over 10 minutes and finally get connected to a customer service rep who was very difficult to understand.
Needless to say, I was pretty annoyed at this point... if you are going to call me, the don't put me on hold! And don't call me so frequently on a Sunday.
So -- I told them that I really didn't appreciate their calling my house every 10-20 minutes and when I DO answer, they put ME on hold for over 10 minutes and that was really rude... used the F-bomb a couple of times.
The next day, I get an alert and they lowered my CL from 300 to 190. I can't PROVE that it was the phone call that wound up in the CLD... however, all other comenity card limits remained the same.
So learn from my mistake:
Maybe they aren't so weird... because I realize my swearing at them was inappropriate... however they have ensured that a) I will never be late again and b) I will essentially sockdrawer their credit cards. Buy some socks every few months and PIF so they don't make a cent off me.

Well the Express and Buckle CCs can be SCT - just depends on the profile since some individuals have gotten them that way vs cold app. I got both of those long ago (since closed) as pre-approved offers via SCT. Generally, some Comenity CC partners take a while to grow in the beginning while others grow like wildfire from the get-go. Just be patient with your profile and in due time you could be surprised with a CLI.
I opened my Express card in May 2015 and was hitting the CLI button every other week to no avail. They gave an increase in December. That one is a toughie compared to my VS and New York and CO card.
I have paid after the due date for Express a couple times just because it lined up with payday, but I don't think I got any crazy calls. I do get random calls here and there but nothing like what you're describing. Still good to know.
