Always read the T&C's:
Costco Additional Card Members
Additional Card Members must have current Costco Memberships in their names. Must be 18 years or older and must never have had a defaulted account with American Express.
+1. AMEX has Additional Cardmembers, not authorized users. ACs can be held liable for their own charges, as opposed to AUs who aren't.

What is the difference? Will they get a card? Will my history report on their credit report?
You can with the Costco store credit card. Just call capital one CS for that purpose.

It used to be HSBC and now Capital One.
Costco does not promote the store credit card inlieu, they encourage and push members to apply for the AMEX true E.

Is there somewhere you could link me too that would give me more info/ app page for the store card? I remember seeing a sign somewhere in Costco that was mentioning payment methods, and they separated AMEX TE and something called the Costco Credit Card, but I thought maybe they were one in the same.

you use to have to get a paper application and fax it... the local costco didn't even know how to get it when I did it many many years ago.
the down side to the card is it has no rewards.
