I actually prefer over the phone. I applied online for Chase Freedom. Got the we'll let you know message. The next day, I called the backdoor number for an account specialist and she told me my application was denied. She asked me a few questions, pulled another report from another CRA, (boo) but was able to overturn the denial. If I hadn't called, I would have wasted the initial inquiry. She even let me tell what I thought was a fair credit line.
I also got approved over the phone for a Hello Kitty card recently. I got a better APR than what was listed online and they gave me a higher cl than what I was initially approved for.
I think being personable helps. You can also answer any questions they may have, instead of letting a computer decide based on some arbitrary formula. IMHO, the specialists seem to be able to override these decisions, otherwise their would be no reason for the backdoor numbers.
But in the end, I think it's all personal preference and as always YMMV.
