Love to apply for US Bank Altitude Go, I do have US Bank Cash+ and checking account with the bank. Too many inquires and open accounts is stopping me to apply for the card and Citi Custom :-( . I am using Amex Gold and Bonvoy Brilliant for restaurants and Discover one quarter a year.
Elans Everyday Rewards + is 4% back on dining and no AF. (There are literally about 100 different banks that offer Elan backed credit cards. Here's a few Visa and MC options.

If you're looking for an absolute minimum of 4% CASH back, @AyaMai, you need to scratch the AMEX Gold. Those MRs can be lucrative when redeemed for travel but not worth 1 cpp in cash only. Cash value is 0.006 cpp so about 2.4% cash value. Gift cards are a little closer (normally between 0.006 and 0.008 with the exceptional promotion offering 0.01 at selected merchants, if they work for you.) If you're including the value of travel card points, the Chase Sapphire Reserve (3x URs for dining worth 4.5% in-portal for travel and up to 6% when transferred to partners) should be considered. Also the CITI Premier card earns 3x TY points on dining which is worth up to about 5.1% in travel. With any of these travel point cards, YMMV depending on how much you offset the AFs with credits and the value you receive when redeeming.
Some good alternative recommendations above from @GZG and @ChargedUp.
There are many more in the 3%+ category for cash back on dining but 4% plus for CASH is pretty limited.

If going off travel reward redemption US ALT Reserve as well 3% mobile wallet 4.5% when redeemed for travel... with the obvious "mobile wallet" caveat. Still very viable for fast food, delivery, and places you pay at the counter though, plus has the added benefit of being everywhere mobile wallet is accepted which is pretty wide.
If I traveled more this would be my go to must have card for points creation/redemption.

Credit One has a card with 5x dining.

Depending on the travel portal offerings that 10% travel isn't a bad deal even with the AF.
