IDK was my first card ... but I believe they pulled my experian when i applied
I can't remember who they pulled for me I want to say eq. My score was 670 plus at the time. Discover is weird with approvals. They offer joint cards to people. They offer secured cards. It's kinda like a crap shoot. I couldn't tell you why someone would get offered a secured card or the joint.

Discover really is weird. From what I can figure out:
1) They can be good with aged negs if you have no recently opened accts.
2) They will approve with a completely clean CR.
It took me 3 attempts to finally get one (they only approved when EQ was entirely clean and score was mid-700's), but it has been in the drawer for about 4 months now. There's better rewards cards.

When i was approved i didnt have too many inq on EQ just like 3 or 4. I only had one year of history with credit cards and like a 7 year history with student loans. I also had ten plus 90 day lates on the student loans ranging from like 1 and a half years ago to like 3 years ago or so. I live at home So i pay no rent and own my own car which really helps my DTI a lot. plus I have no CC debt. Idk Discover put a bad taste in my mouth after not giving me the sign up bonus. I applied for the card like a week before they offered the 150 back for 750 spend. Chase on the other hand I got approved like 2 weeks before the 200 deal and they gave it to me no problem. Im sure there would have been a way to get it to work.
Pulled EX for me. 680EX at the time, no baddies on CR or open CC. If you have no recently opened account and low util you should have no problems getting approved

I had gotten a capitol one secured card last July. Making on-time payments since. Few collections and a Public record on my report. I then received a pre approval in the mail this past April for the Discover It card. Applied and was approved. FICO was about a 645 and cs from Experian was a 689. They didn't give me the 0% but I still took it with a $1,800 CL. Hoping they give me a increase at the 6mo mark.
I applied back in Dec 2013 with 4 chargeoffs(2 have been removed) EQ used for approval and TU for CLI. BTW i'm in the "Big Apple" NY
