Discover APR Reduction Hard Inq?

Called the other day to switch my More to the IT card. I also asked about a APR reduction. They said they would have to send me paperwork to sign and return. The rep I talked to didn't seem to know to much as far as hard/soft pull and kept changing her answers based on what I said.

I searched the forum and see that a few folks have done this. Did it result in a hard pull of your credit? Right now the card is paid off and has a measly $500 line so the APR isn't a priority, but if they ever decide to increase my line I would like to have a better rate (currently 19.99%). I just want to avoid any hard pulls until at least the summer if I can so I haven't sent the paperwork back in.....

Current Debt Management:
$15k Trinity Financial Management (scheduled pay off late 2021)
$10k NFCU
$350/mth Bridgecrest Auto Loan
Goals: Pay off credit card debt & buy a new home before end of 2020

Long Term Debt:
Fed Loans - $150k
Navient - $100k

Taking a "if God don't do it, it won't get done..." approach to paying these off.

No hard, no soft for me.  They used the information that had on file for me, but 50 days before I had a HP for a CLI.

Anytime a company hard pulls your credit report they have to notify prior, the form they are sending you does not include any verbage about consent to pull credit.

Worst case it will be a soft pull.

Not sure why you would say that. Any company that has permissible purpose can pull your report any time they feel like it. Most do ask as a courtesy, but many will not.

No it doesn't say it, but the rep said that because they are sending me the form and requiring it back, it would be a hard pull. But two seconds before that she said it would be a soft pull. So I don't know what to believe.

I too requested a reduction and had to send in the form. So far I'm waiting to hear from them. I asked if it would be a hard pull and they stated "no." I will update whenever I hear back from them.
