It's not just how a matter of how often Discover will allow requests but whether or not your credit profile and income support a CLI. It makes no sense to constantly request CLI's if you know you won't qualify.
Following....my Discover should convert from secured to normal in about 3 months.

Yes, I was getting instant approvals each month, until I hit $31,500 in January. Since then, it was always denied without giving the option to rquest one with a HP. Until I tried over 3 months later, then I got another instant approval for another $5000, bringing my limit to $36,500 (my highest limit card).
My income is $61k.

I've only ever been able to get it at 91 days, though.

Yes I have found it unpredictable. Mine have come at intervals of as little as 20 days and as much as 92 days.
I am consistently successful at 45 days. It always goes to a two day review, but as long as I wait for 45 days, I'm good.
I get nothing at 30/31.
Since my last increase I've been hitting the CLI button every Monday trying to see if there was something in between every 60 days with my account. I've seen others hitting every 30 days and some every 6 months. Some people routinely getting $500/req and some as high as $6K/req and/or maxing out at the no doc high limit of $50K. The only real thing we know is that when you open a new account you have to wait ~90 days before iniating a CLI per chat/calls to Discover. However if they deem your account ready for an Auto CLI it would be a good idea to initiate a manual shortly thereafter as well for the additional increase that's sitting there waiting for you to claim it. The only time I've gotten the instant slider was the manual CLI I initiated after getting the intial auto CLI and since then it's always a 2-day message which about every 60 days results in an increase of $3-4K.
