Wondering how solid this offer is. It came with a specific invite number, fancy, waxy paper, and a 5% cash back offer. The apr rang was 3% (i think like 11% to 14%). Currently I am at 678 fico for tu, 6 yrs aaoa, 46% util. one recent inq with tu, all the rest have only 2 inqs on there.

Usually when you get a 3% range on the APR, it is a solid offer. That being said, your utilization is a bit high and I would get it below 10-15% before I apply.
I got a ton of those mailers over the winter and early spring (and I'm still getting them, close on to a month after I accepted one such offer and was approved)! Like Discover2016 says, a 3% or so range on the APR quote indicates your chances of approval upon application are very good. What's really optimal, though, is getting a single-figure APR quote - that means you're almost certain to be approved.
