When they do APR decrease it's permanent until you miss a payment, Then you get hit with penalty.

Not true - I called the other day for something else and the rep said they gave me an offer of 1.99% for 6 mos. Now granted it's a more extreme example, but not all of the APR decreases are permanent

Some are and some aren't. I received a perm APR reduction and then 6 mos later I received a temp APR reduction. I'll call again in another 6 mos.
Well....tried the chat & didn't get an apr drop, but that's ok. Got one in Feb...just never noticed.
After my initial 0% fell off, my September '13 statement had 22.99%, it was then dropped in Feb '14 to 22.24
If it's like their limit increases, it'll be dropping soon...![]()

They have a 6 mo requirement between each APR reduction. Try again in Sept. ![]()

Right, I agree. If they reduce the APR in the sense it's an actual reduction and not a promotional rate then it's permanent, obviously.. promotional temporary.
I try every 6 months just because. Have the "lowest" at this time so the promotional APRs are quite nice to have should I ever have expenses that need to be floated for a small amount of time.
Wow, I love this forum.
Saw this post, quickly went to discover chat and got my APR reduced from 19.99-11.99% plus prime which is now: 15.24%.
OP congrats to you and thanks for inspiring me!

Congrats to you! I'll be trying again in 6 months, hopefully it will go even lower.
