The utility bills don't mean anything. Have you tried asking for a credit limit increase with Bank of America? Six months is decent time and they give large increases. I would say you could wait until the Bank of America card is at least one year old before applying with Discover again.
With not much history and only 17 thousand income, you won't get the Chase Sapphire Preferred. People have said that at minimum Chase likes to see one year of history before approving so in October you could try for the Chase Freedom again. You already have two credit cards so waiting until they show more history is best right now. I don't see a reason to close out Bank of America, unless there is an annual fee.
Whenever you do apply for the Chase Ink, be prepared for a moderately lenghty interview about your business. If you don't have one, you can pretend I guess. They also may not give a business card with such low income either.
Garden for awhile and then try again in >6 months. Make sure you miss no payments. I had my Discover More turned into a Discover it last week and I have 0 late payments with Discover and still had to smooze a Account Manager
