I applied with my current scores, which are pretty similar to yours, and was approved for Discover More, but this was partly due to the fact that I applied as a student. When applying for regular cards, they ask you if you're a student, and putting down your school information improves your chances of approval, but decreases your chances for getting a decent CL.
Anyways, I'd suggest you keep trying. Discover is the most conservative card issuer out there, so I don't know if scores in the low 700's will cut it. On the other hand, whether or not you get approved after a recon can vary from representative to representative.
It isn't another hard pull for a recon, is it?
