It's been nine months since my payment snafu with Discover secured. No graduation yet. Haven't carried a balance since. PIF and only use it for prescription co-pays now. The card will be 24 months old in March 2018. If not graduated by then will probably close it and move on.

If it's maxed out WHILE they do the account review, it won't graduate.

It's not, I made sure to make a fithh payment so it'll cut with a $10 balance.
For future reference, Discover has access to your account balance regardless of whether or not it's the statement balance. So if it cuts, and you max it out again, it could be maxed out during the review.
