Discover and Capital One frustrate me (for different reasons )

Disocver:

They dropped my credit limits from $9,000 to $500 on one card and then $3,000 to $500 on another. No real explanation other than "We have the right to do so". No missed payments or a history of only paying the minium amount with creditors. If it would not cause my AAOA to suffer I would so close those cards and then tell them to go pound sand. I used them both for balance transfer and prior to the pandemic I would constantly get offers for 0% APR Balance transfers (but nothing lately) which makes me think that's why they dropped the limits.

Capital One:

No matter what I do I cannot get a CLI to save my life. I have two cards with them (QS and QS1 [one was upgraded from a plat card]) and the two things that have baffled me is I cannot get the QS1 upgraded or a CLI on any of my cards. What's funny is when I use their Pre-approval link they offer me both the savor and venture cards with an exact APR which tells me they would approve me for a better card [although with a high APR), but they won't touch my exisiting cards.

Discover has been known to do so if an individual's profile has demonstrated some level of risk. It has nothing to do with not using them for BTs anymore. Otherwise, you'd see plenty of posts for similar [CLD] reasons on the boards. Since two cards received a CLD, there was a reason. Unfortunately, we aren't privy to your CR data (or what they saw) as lenders don't lower limits, restrict privileges or close accounts without reason. So, anyone that has shared those DPs on here typically provides the letter (or some info about the CLD) on the specific reasons. Another item to keep in mind, if you close them, it doesn't impact your AAoA. It continues to factor for up to ~10 years (give or take). Once they drop off your CRs, then that's likely where it may impact some of your scores, if anything.

As far as Capital One goes, this link might provide some insight associated with ABS and your particular cards:

Keep in mind both of those lenders are on the conservative side fiscally which means they do claw backs more often than most. The nice thing with at least Discover is once your finances changes they do tend to extend credit again, they hold no grudges.

It took about 10 years before Discover CL'ed me above $3k for no apparent reason (never had a bk or charge off, fico rarely changes) but now I have so much credit with them it's boggling. The funny part is all I use them for now is for my son to put gas and food on during college as I have better daily drivers.

Cap1 is my oldest card and I still do not understand there logic I switch my one card between most of there products nearly yearly.  I simply use them for large one off purchases like vacation's/christmas.

Did you get 2 CLD's from Discover?  The linked thread stated that you had a CL of over 20k, and this one you're stating that it was 9k.  Either way, could it be the collection that caused the CLD(s)?

Disco obviosuly saw something they didn't like.

But Cap1 can be super weird sometimes, with my QS I was lucky to get a $250 cli out of them once a year, after not missing a payment with them, ever. I also just tried a few weeks ago with my file pretty much exactly how it is in my signature, and they wouldn't budge.
