Do recent HP's effect the decision process of whether or not to grant automatic CLI's on existing cards or is the decision based, more or less, on internal infomation of the CC issuer? This is assuming everything else meets their CLI criteria?

Depending on whether or not your card issuer uses your credit score in the process for an auto CLI, the effect on the desicion should be minimal. Your credit score has most likely dipped slightly because of the HP but generally not by enough to drastically change a credit desicion. So an auto CLI shouldn't be off the table because of just one recent hard pull, but it is possible you could recieve a smaller CLI. In my experience, I have always had auto CLIs regardless of recient inquiries on my CSP and Discover.
