They do product changes but not from cobranded to cobranded. If you want the SPG, you'll habe to apply for it.

I'll only add that there seems to be an exception when it comes to the co-branded Delta Gold and Hilton cards (folks have reported moving from the AF Delta to the no-AF Hilton) but the Costco Amex can't be changed to anything, at least anecdotally.
If it were me I would simply keep the Costco Amex for the time being, especially if it's an older account. Once it converts to Citi your history should move over to the new card as well, so your AAoA won't be impacted.
