I think that all the changes to existing customers during the last months were already partially done in anticipation of the changes. Those rules were expected to pass, and there are no surprises the ccc's have to deal with.
How about new application approvals? Do you think they would approve like before or will they be more conservative?
Another question, can the 18 year olds apply for the cards before the law takes in to effect in 9 months? If they are allowed to apply then there will be a flood of applications from under 21's between now and the time the new law takes into effect.

As I said, I think nothing will change, because it already has changed during the last months. The ccc's expected the law to pass, and they are already prepared.
I didn't read the passages of the law dealing with under 21's, so I don't know whether there's some grandfather clause.
I do believe, that ABA informed its sponsors about new gov't rules before Senate and Congress voted, so they have had enough time to digest and adjust. The only thing they need to adjust is a fine print, so I would not expect any additional delays in approval process.
