I just called last week to PC my Plat Select MC and was given a couple of options... switched to the Thank You card (no AF).  Was told it wouldn't change until 5/24 (???).  The Dividend card was also an option but didn't want to switch to that as they are giving pretty decent bonuses if you app for a new one.

I do believe Citi allows PCs however there may be an adverse action to your account. Read Citi is Subprime to see if there is any helpful information in said thread.
