My TU score was stuck at 638 forever with Synchrony, and I could get nothing...no increases or new credit. It hit 640 with them yesteday, and I was finally able to get a CLI on Walmart and the Lowes card. I used to have Home Depot (Citi), but finally gave up after 2 years at a $500 CL.
Home Depot requires blood samples and your first male born child. Lowes, all you have to do is be a human. Always ask for 25k
According to the Credit Pulls Database, Home Depot has approvals with scores in the low 600s (600/603/606) as well as scores in the 620s and 630s. Denials seem to be related to either high utilization or too many inquiries.
Lowes is somewhat similar from the same database, with low 600s being approved. They also appear to deny more in the lower end of the 600s, looks like generally 620 and above for approvals.
With both, there are some reports of approvals sub-600, but they are FAKO scores.

hmm. i got the home depot. i think with about a 700 score. on experian . they wanted to pull eq. but no way. however. i want cli and they want another hp. i kinda agree with everyone else. next card will be lowes for me. and home depot will die slow sock drawer death. but to op's question. im pretty sure a 650 should get home depot. and as other said. a pulse will get you lowes. or 600.
