Sorry to hear they won't work with you but I have never heard of AMEX cutting their fees or waiving them at all. This is how they are able to give bonuses and stuff with the charge cards. Is there something in your CR they see that they don't like. Having history with them and scores in the high 680 should get you at half of their cards.

As far as my reports the only things I can think of are an old b of a secured card charge off from 7 years ago and the corresponding midland mark...they don't wanna negotiate. Aside from that I have less than 10% utilization I have 30-40 utilization on two cards since its 0% financing and I rather have that money sitting in the bank. Hp in the last year and a half are low like 6. So I was pretty upset when they declined it with a HP. Guess I'll just wait for them to soft pull me again and offer me good deals if they want my money again.
If you don't want to pay the higher AF for having the Green one, you can always downgrade to the Senior Green ($35 - $75 depending on which one you decide to go with). The $35 AF version will not earn any rewards points though. For the additional $40, I believe you'd earn MREs.
Same thing happened to me about a year back. Given, I only had the green card for about 3 months, I was still upset when they gave me a HP after applying for the Everyday. I asked the rep about it and he said it's not entirely true that they don't do HP's if you have a charge card.

Yes, AFAIK, like backdating, the "SP if denied" wasn't advertized as a feature by Amex, so they can deviate as they wish. The general advice seen here is "Always expect a HP [for app or CLI] and be glad if it is soft" which is true, but hard when everyone tells you that X is always SP!

The OP has the green card. There's no bonus on there AFAIK.
AMEX gets higher transaction fees than most other networks; they also offer a paltry 1 MR point / transaction on the Green. If redeemed for cash, that has junk value. Transfer etc they get good bulk deals with their partners so that doesn't cost them much either. There's no justification to have that $95 AF.
