I had the exact same experience a couple of months ago. I called CS and they agreed to send it in for manual review, but after a few days i got rejected for the exact same reason (someone else signed off on this new denial letter). In the end I just drained my MR points and did a PC to BCE. YMMV

Im hoping it's an approval cause I really like Amex! If it's not, oh well someone said they are SPs and I can garden and try again sometime this year.

Found this thread because something similar happened for me. Denied for a revolver earlier this week, figured I'd try for PRG just to get a personal card on the books, got a web site error and an app status email that sent me to a letter with the same duplicate message. This was the first personal amex charger I've applied for in almost 20 years so it's not really a dupilcate. 

I asked in online chat beforehand if there was a 30 day waiting period between apps for different classes of cards, specifically ED and PRG, and the agent said he couldn't tell me because he wasn't trained on that information.

At least he's honest...

From what I know anecdotally, there is a 30 day waiting period between the same class of cards. I've been denied a revolver last year and apped for a charge card and was approved.
