Only 0.00001% of the population ever qualifies for GE tier 1 credit. I think you have a 70% approval chance. Ebates is probably the hardest GE card to get. GE has never been inq Sensitive for me.
Same here. Synchrony pulled TU, saw a bunch of inquiries and new accounts, but no derogatory items, and instantly approved a $10k Ebates with their Tier 2 APR. Since I pay in full, I don't care about the APR.
I've only used the Ebates a few times, but it's a nice card to add to the mix of portal cards.

Yes you will most likely be approved, 778 was insufficent of a score to achieve the best interest rate.

I did on my Ebates. But all that means is a lousy 19.9% APR instead of a lousier 24.9% APR.

Just this morning I got a preapproval for ebates at 19.9% (and had it not been for this forum I wouldn't have guessed that was a good rate!) Slightly tempted but don't need now with the first year of Discover Miles. Hopefully still available next year....
