A vendor can set it up where they only accept debit w/pin. So far, Costco is the only place that I have seen that does that.
I just bought something from Target. They did not have the option to use as credit (at least on self-checkout).
As Imaximous mentioned, it's usually the green "Enter" button. But for others, such as Walgreens, it can be the yellow button. Yet others can be the red "Cancel" button to switch to credit.

I had a terrible experience paying my insurance. My bill was over $600 for Geico. I used my PayPal debit card to pay online on Geico.com and for some reason the transaction coded as PIN Debit and I lost on 1% cashback on such a big transaction. I called Paypal and they said that it's up to the merchant to process the payment in anyway. Usually the transactions code as debit if I enter my 4 digit PIN code which only happens when I am physically using the card at specific stores. With that being said some members mentioned in earlier pages that this happened to them with Amazon.com but I didn't think that was true and someone even mentioned that Amazon.com has a setting where you turn off debit option -not sure if that info is outdated or no-
Did that happen to anyone with an online transaction ?

I was one of the people that got thrown for a loop on Amazon's pin-less debit.
Now, coincidentally, I just paid my Geico Insurance on Aug 1st. I just checked Paypal website, and yup, it's coded as a Pin-less debit charge. So I guess I also won't be getting that 1% on that charge. Oh well.

Yes sir, it does.
It's quite typical to run thousands of dollars on insurance payments over a year period, Specially if you own multiple policies. So yeah that extra cashback does count.
does the Paypal Business Debit MC and the Paypal CB MC credit card still work together to get 3%?

AFAIK, it still works. I got 3% back last month. Sept isn't over so the CB won't post until Oct 1. I've had the combo since April and there have been very few instances where I wasn't able to use it to get 3% CB.
No clue about ARCO but to get 3% back your transaction has to be processed as a "debit card signature purchase" not a PIN purchase. So if you have to use your PIN, it likely won't get that extra 1%.
Yes, you can have 2 paypal accounts. The most common example I can think of is that someone will have both a personal account under their own name and a business account under their company's name. But why would you want multiple Paypal accounts of the same type?
