I am receiving mixed comments with this. I have had the business debit when I "upgraded" to business 3-4 years ago. There wasn't really any difference between personal and business. In fact, PayPal seemed to actively encourage it, as it bugged me every single time I signed in to my account. Fast forward to July this year, I applied for the cashback card. I then — just noticed — that I have the "upgrade to business account" link on my account settings. I do not know for how long this had happened. This is weird because I have upgraded to business before, which is why I got the debit card. I have not received any mail from PayPal wanting to revoke my card. I personally believe this is only happening for recent "converts". Anyone here personally in the same boat?
It sounds like you might have the in-between "Premier" account; that's what I have as well. Years ago I was also pestered to upgrade to it from personal (I think at the time the Business debit card required it) and I did; so far no prompt to get the full-business account and I still have the Business debit Mastercard.
I've not received any marketing for the Paypal 2% MasterCard in a while but up until a few months ago I was regularly receiving email solicitations, so unless something has recently changed (which is very possible) Premier accounts are eligible to apply for it.
Edited to add: For 'giggles' I just went to see if I could still app for the 2% card; I had to dig a little bit for the right link, but I was able to start the process (I didn't complete it).

Maybe that's it, I'm a "causual seller" and upgraded to Premier and that's when I got the business debit card. PayPal doesn't tell you if your account is Personal or Premier (or nowhere I can find), but in my Profile I see a Merchant ID, and on the Summary Page I see "Selling Tools", with options for Manage Invoices, MultiOrder Shipping, and Seller Preferences. I've used the MultiOrder Shipping several times, much faster for shipping labels for more than one item.
If you do an ATM withdrawal with PP business debit with $0 PayPal balance and PP2% card as the backup, would this be considered a cash advance or a 2% cash back purchase?

My guess is it would decline the transaction. I've thought about this but never tried it. I do use Google Pay send to send money to my roommate using my Paypal Debit card, and it only works if there is a balance in Paypal. It still processes as a signature purchase for the 1% cash back though.

Yeah, I'm pretty sure you would need to have cash in PayPal to use it at an ATM, and you'll almost certainly get a fee from the owner of the ATM.
I use Google Pay with my PP Debit card to move cash out of PayPal into a bank account, it's there instantly instead of a couple days using PP ACH transfer. You just need two Google Pay accounts, or more accurately two gmail accounts, send from one with the PP Debit card to the other with the debit card for the account you want it to go to. And yeah you get 1% on that.

Have you had any success with sending more than $400 with GPay? When I try to send more than $400 the transaction get's declined, but $400 or under works just fine, but only once per day. I assumed that is due to the $400 cash withdrawal limit. Is your experience the same?

No, the most I've moved in one transaction is around $250, and I haven't tried it more than once per day. When I sell some things on eBay I redeem my 2% MC rewards and move everything out to a bank account. But it sure works great, within a minute the money is in my banking account as a pending credit in my available balance.
For the 1% debit +2% Cashback MC I use that for monthly/recurring bills - electricity, internet, insurance, and my mortgage through Plastiq as it covers the Plastiq fee +.5%.
