FWIW, I was in the same boat as you. After applying for the Paypal card, I than took my existing DoubleCash card and pc'ed it into a Citi Dividend (5% rotating categories) card.

Where did you apply? Standard App https://www.paypal.com/us/webapps/mpp/credit-card/2-percent-cash-back-mastercard makes you login to paypal.

Well I guess you're right... but it's weird because I was approved and yet when I log into Paypal I'm still prompted to apply.

PayPal’s website leaves a lot to be desired at times. I can’t tell you how many times I go to pay with PayPal and I get sent to login, get a code, then submit the code and get kicked back to login again, second code, and then it finally lets me submit my payment.
I don't mean to worry you but this is an issue because the system automatically links your paypal cashback credit card to your paypal personal account the second you get approved. The fact that you have a paypal buiness debit card means that you either have a business account (so not eligible for the cashback credit card) or you had the business card back in the day when you were able to apply for it with a personal account and you still have that personal account and they didn't shutdown your paypal debit card for not having a business account.
I think it's the reader's responsibility to follow the instructions and data points so they don't end up in situations that may not end up in their favor.
