You need a Paypal Business account which asks information for the business name, type, and income. So the intent I think was that there should be a business. Just not well verified!

This is from the PayPal User Agreement. PayPal uses bold font for the entire paragraph, but the color change is mine.

The reason I call this the traffic jam mentality is if everyone would just use it as a general spend card then it wouldn't draw nearly as much attention from the issuers. But of course the counter argument to that falls into the mentality I put in quotes. That's why I think those that were using it to ridiculous proportions should have an account shut down.
@LTL you didn't used to need a business account to get the business debit card, I got mine with a personal PayPal account. They were adjusting this stuff along the way, 'winging it', and now they're just shutting the whole loophole down.

Again, it did not ever require having a "business" or anyone to lie about having one.
Has everyone else received the email? I am just wondering if there is a chance I get to keep my setup, and if this is targetted for business account users. I am still holding on to a premier account.
I'm in the same boat, holding onto an old Premier Account. I did not receive an email, but I'm not holding my breath either...
