I doubt they would a limited change in policy, it would lead to a bunch of complaints - "Why can't I have my MC as backup?, my cousin Joey still has his!!!". And I was one who received the first batch of emails, and in all humility I was hardly an abuser, I averaged around $700-800 per month just using it for monthly bills. When DoC posted the change in the comments some folks had been running several thousands monthly through it buying gift cards and paying everything possible through Plastiq.
Well, we shall see. The backup funding charges on the MC say "San Jose CA", and it's not yet 7am on the west coast.

I agree with you. They could change this sometime during business hours. It's a very important day for this trick but given your logic, if people will call and say things like my cousin Jose is still able to do it. Those who never received the email and don't know about the email will probably call and ask what's happening and why my charges are getting declined so in all cases Paypal messed up by either not informing everyone or by not enforcing everyone !

And if PayPal does remove the MC as backup they'd better change it to "don't use a backup", because if they just randomly pick a linked bank account as backup and folks get hit with OD charges on their bank account for charges they expected to go the the MC there will really be some outrage, and justifiably so.
I'm sitting this one out until tomorrow. I still have hope that this is targetted, like the earlier "End of the 3%".

This is exactly what I’m afraid of — that they will link checking accounts as a backup for “convenience.”
Guess we will see. I have the same idea about this taking effect after business hours either today or tomorrow.

In cases of "excessive" MS, issuers will usually close down that account rather than change conditions for all. (Conditions change if the card is unprofitable with allowed usage, such as the uncapped billl pay of Cash +). If this change happens for all I am guessing that many will stop using the debit card and paypal will lose their portion of the swipe fee, so there is some point in targetting. So this might be for totally different reasons, such as the arrangement isn't profitable enough (we don't know how Sync and Paypal cooperate here!)

OK, from that I would assume the change would happen some time after the 11th. But on DoctorOfCredit, they posted:
"Beginning March 11, 2019, a linked bank account will be the only backup funding source supported for your PayPal Business Debit Card. Any other currently linked backup funding source will automatically be unlinked from your PayPal Business Debit Card, including the PayPal Extras Mastercard, PayPal Smart Connect account, PayPal Cashback Mastercard, and eBay Mastercard."
which seems much more definite, happening today. Did your email not include that?
