Hello,
I had CSR when it came out initially and loved having it. I had the card for couple of years before downgrading it to a no annual fee card. It has been about 4.5 years since I downgraded. I was not into churning back then and I downgraded due to change in my financial situation and didn't want to pay annual fee. At that time Chase downgraded me to a no annual fee "Sapphire" card. The top of the card simply says "Sapphire".
If I want to reapply for CSR now, would I qualify for new card bonus?
Thanks.

Yes... You can get the sub on a sapphire card every 48 months at 4.5 years sounds like you are at 54 months.
I know you can't have the CSP/Sapphire preferred at the same time although not sure about the Sapphire. I think you are safe with that. Only concern as mentioned was really the 48 month rule. Might need to PC the Sapphire to Freedom, but i speculate you are ok.

I haven't heard of any recent data points but I remember seeing previous ones in the first months after the 1-Sapphire rule went into effect that pointed to the no-AF Sapphire also counting.

Ah interesting. If this is the case OP would have to PC his Sapphire into a freedom product then apply for CSR to get approved/bonus
