I got an offer in the mail for the FNBO Amex, with APR at prime, or 3.25%. It has a $99.00 year fee. Is this a legitimate offer?

Is this a good offer? Id like a card tied to prime rate, which is 3.25%. Has anyone else got this offer?
No rewards, just indicates that the rate will never go above prime. I have plenty of reward cards, but it would be nice to have a long term, low rate card.

My best card is DCU which is at 11%, no rewards.
I have never dealt with FNBO... are they inquiry sensitive? I have more than a few! Also, if anyone else has gotten this offer what was their starting credit line?
I have a FNBO Visa at 3.25%. I've had it since 10/14. It's legit. They approved me with 6 inquiries.

Is the 3.25% a good offer? Probably not for many! The question is how likely are you to need to carry a balance (and not have a 0% APR card) and what is your current best non-promo rate. The point is that $99 AF is a lot if most of the time there is no benefit, especially if you don't use it year after year. Some people would consider the money well spent as insurance, but you can save up the $99, get rewards on other cards, and that will more than make up the higher rate you have to pay (if and when you do so) for a while

They are going to see them all they pull ARS/IDA and these 2 CRAs record all inqs by address.
