You can go to nerd wallet they have a list as well .
I checked the link lists, they are missing the Scheel's Visa credit card on those.

Why would one want to build or see such a list?

Personally, I am continuously amazed that complete lists of issuer cards don't always exist, exist in limited form, or are so outdated as to be not very meaningful.
I can give one reason (I have a few reasons) for me to want to see a list like this. If I did not want, or wanted, a card issued by a particular issuer I can far easier see whats what.

I guess I have always gone for card's because of rewards.
Might shy away from one because of the issuer, but never looked at just cards from one issuer.
The problem is as you said, every issuer adds, closes and changes cards with time.
Having a current and legacy card list could be challenging.
The reason would like to have a full list of FNBO or ELAN or Any Issuers is
Maximum Exposure
For anyone at or near the maximum exposure limit, exercise caution and avoid applying for cards from the list to prevent being denied or approved with toy limit (which will never grow).
Blacklisted
Anyone blacklisted for any reason should avoid applying for cards from the list to waste inquiries.
Easy Approval
Anyone who was easily approved by this issuer may want to apply for a few more cards from same issuers.

This was also my thought. "...why?"
I don't think they offer the same cards through multiple fronts like Elan does (correct me if I'm wrong on that), so I really don't understand the reasoning.
Would you really go out and specifically find a random card by an issuer just to have another card? That seems... un-smart.
As far as knowing what/who to avoid, wouldn't you see who the issuer was when looking at a card? I don't understand why you'd need to be prewarned with a list as opposed to seeing their name when you look into a specific card.
