So, after almost a month of contacting Capital One via every available customer service option-executive office, phone, instant messaging, facebook, then the executive office again- I got 1.5% cash rewards.
Just a little background, I've been with Capital One for almost 10 years and it was one of my first credit cards. Since that time I've had a perfect payment history and have overall excellent credit. Last month, I found this forum and it hit me that in the almost 10 years that I'd been a customer I never got a CLI. I requested a CLI and got denied. So, after making the rounds of rejections from multiple customer service reps I finally escalated to the EO and was approved for a $3000 CLI but denied a PC to Quicksilver. Why? I have no idea. The EO (although very nice) didn't provide me with an explanation. Since that time I've checked obsessively via the online link to see if I was eligible for any rewards or upgrades but always got the 'Sorry, you're not eligible for rewards at this time' rejection. Called customer service again and asked why I was getting this rejection, since I have been such a long-time loyal customer, it seemed strange that I would not be eligible for any rewards or product changes. I called multiple times, talked to reps via online messaging and even tried facebook. Always got the same answer, 'sorry, but there are no reward upgrades available at this time'.
Finally, yesterday (at 4am) I sent another email to the EO explaining my situation and utter frustration in being repeatedly denied this PC but not being given a reason why. Got a call back the same day (8pm) from a super nice representative who told me he couldn't guarantee the PC but he'd do his best to get me the rewards and if not at least give me a reason as to why I've been repeatedly denied. Today, he called back and told me that although he could not get me the PC to Quicksilver he would have the 1.5% cash back rewards added to my account.
Hallelujah! Finally! Finally! So excited! After almost 10 years Capital One has finally made me excited about using their card. I stopped using the card 1 month ago when I ran into this problem but now it's back in the rotation! Thanks for all the advice from this forum. You guys motivated me to not take no for an answer and keep trying!

The 1.5% cash rewards will come in handy! Especially because I will be doing a lot of traveling and spending during the next 3 months. I was really eager to get this reward structure in place before that time so I could capitalize on the rewards. I have other reward cards but the 1.5% cash back on all purchases is the highest I've seen. The refunded annual fee also sweetens the deal!

I think there may be some kind of 'block' on my account prohibiting upgrades or product changes. Maybe because it was one of my first credit cards and possibly a 'sub-prime' product line? Idk, I saw something on the forum from another customer who had a similar issue with PCing and eventually just applied for a brand card with rewards. It was suggested to me by one of the CSRs to just apply for the Quicksilver card rather than continue to attempt a PC. But, I was not willing to do that because I don't want another credit card. I was not willing to apply for another Capital One credit card when I was dissatisfied with the service on the card that I already had. That's why I just kept asking.

Yeah they gave me the same story but I'm almost a 10 years with CapOne and my CashRewards is my main card. I dont want to have to close and re-open.
